When the Jamaica Labour Party (JLP) won the majority of seats in the November 2016 local government elections, observers from even within the opposing People’s National Party (PNP) camp, say Senator Delroy Williams was a logical choice to be elected the mayor of Kingston by his peers.
After all, he had served as a councillor for the Seivright Gardens division in Prime Minister Andrew Holness’ constituency of West Central Saint Andrew since 2003 and, reportedly, had put in a significant amount of work to ensure a JLP victory.
But being a loyalist of the prime minister also didn’t hurt his chances, said one observer.
Just over a month before he was sworn in as mayor in December 2016, Mr. Williams had been appointed a director of West Central Saint Andrew Trust - a non-profit started by Mr. Holness and others in the year 2000.
