Despite a two-year probe of the financial dealings of Jamaica’s Prime Minister Andrew Holness, the Integrity Commission failed to investigate the source of funds for his now-defunct offshore company Admat Incorporated.

The revelation, contained in its report tabled in parliament on September 17, raises a question about the thoroughness of the Commission’s investigation into Mr. Holness’ unexplained wealth since it overlooked one of the most significant periods between 2008 and 2011 when Mr. Holness used Admat to purchase $57.1 million (US$692,478) worth of properties without any registered mortgages at a time when his average salary as Minister of Education averaged about $5.2 million (US$62,513) per year-- not counting allowances.

The Holness Residence at Shenstone Drive, the land for which was bought by Admat in 2011 for US$300,000 without a registered mortgage.
